Market Size and Future Development Trends of China’s Copy Paper Industry
2026/03/03
There are many types of paper used in daily office work, including copy paper and pressure-sensitive paper. Among them, copy paper is the most commonly used for printing and photocopying documents, tender documents, and other materials. However, because many users lack a thorough understanding of paper quality and assume that as long as the size and specifications are appropriate, the paper will do, the market is flooded with numerous copy-paper brands, resulting in widely varying quality and inconsistent thickness.
In recent years, the Chinese copy paper industry has maintained steady growth in market size. Although domestic printing paper consumption in 2024 has declined by approximately 25%–30% compared with 2019, the industry’s overall scale remains resilient, driven by growing demand for high-end products. According to statistics, the global copy paper market was valued at roughly RMB 84.39 billion in 2025, with the Chinese market accounting for a significant share. It is projected that from 2024 to 2026, the domestic market will maintain an average annual growth rate of about 2.8%.
From a product-structure perspective, the trend toward premiumization is evident. The share of high-grammage, high-performance papers weighing 80 g/m² and above has risen from 35% in 2024 to 50% in 2026, while the market share of low-end, commoditized products continues to shrink. Demand for specialty functional papers is growing rapidly, including archive-grade acid-free printing paper and high-end coated paper, which cater to differentiated needs such as long-term archiving and high-end printing.
Looking ahead, green sustainability and technological innovation will be the core drivers of industry development. The market share of recycled-fiber paper is approaching 40%, with FSC-certified products accounting for over 51%; companies are leveraging technologies such as bamboo pulp substitution and nanocellulose reinforcement to reduce carbon emissions and enhance product performance. Meanwhile, digital transformation is accelerating, with smart production lines and AI-powered production control systems boosting manufacturing efficiency, and blockchain-based raw-material traceability systems improving supply-chain transparency. In addition, emerging markets such as Southeast Asia will become key growth hubs for exports, projected to account for 45% of the incremental growth in China’s specialty-paper exports by 2030 and thereby driving the industry’s global expansion.
